The Controller and Accountant-General have disclosed in a press release that Teacher Unions and GES ordered the deduction of Teacher Licensing Fee of GHS100 from the salaries of teachers along with the 30% of teachers portion of the cost of laptops supplied to teachers under the 1 teacher 1 Laptop policy which also a munted to 509.55ghc.

“The Ghana Education Service officially wrote to request for the deduction of 30% of the cost of laptops supplied to teachers under the One-Teacher-One-Laptop programme amounting to 509.55ghc. The 70% of the cost of the laptop is being borne by the Government of Ghana.”

It is not clear why the GES gave directives for the deduction of the entire 30% of the 1T1L when teachers are to pay the amount in installment. Information reaching this portal also indicates that some teachers who did not opt for the laptop had 509.55ghc. deducted from their November 2021 salaries.

The Innovative Teacher and ATAG have sued the GES and other stakeholders for contracting KA Technologies which did not have the legal capacity to supply the government with the Teaches-mate laptops.

The attention of the Controller and Accountant-General has been drawn to a publication captioned “sad news for GH teachers as Controller deducts 1,194.93ghc from their November salary”.

The publication alleging that the Controller and Accountant-General’s Department has effected controversial deductions from the November 2021 salaries of teachers, has unfortunately received wide circulation on social media as well as on the airwaves.

We find this to be very unfortunate, as clarifications from the Controller and AccountantGeneral’s Department were not sought prior to the publication for the sake of fairness and objectivity.

Kindly note that;
1. The Controller and Accountant-General processes the Government of Ghana Payroll on behalf of the MDAs/MMDAs.
2. All Third-Party deductions are agreements between the Institutions and their employees/clients.

3. The Ghana Education Service officially wrote to request for the deduction of 30% of the cost of laptops supplied to teachers under the One-Teacher-One-Laptop programme amounting to 509.55ghc. The 70% of the cost of the laptop is being borne by the Government of Ghana.

4. The Ghana Education Service officially wrote to request for the deduction of 100.00ghc as Teacher Licensing Fee.
5. These deductions, per the letters we received were as a result of agreements between the Ghana Education Service and the various Teacher Unions.

6. The Controller and Accountant-General will NOT unilaterally effect deductions from salaries without the necessary authorization.
