ACCRA, Ghana — Teacher Unions, the Ghana Education Service (GES), the Ministry of Finance, and other key stakeholders are meeting in Accra today to deliberate on the new Conditions of Service for staff of the GES.
The GES Conditions of Service 2026 discussions with the The Fair Wages and Salaries Commission (FWSC) is expected to help resolve all pending issues to ensure labour agitation issues within the education sector do not occur.
This crucial meeting is scheduled for April 13th, 2026, at 11:00 am. Reliable information reaching this portal suggests several key developments regarding teacher welfare and allowances:
Data and PDA Allowances
The Data Allowance and Professional Development Allowance (PDA) are expected to be maintained. However, the modality for payment is likely to shift to a monthly disbursement instead of the current annual lump-sum payment.
Deprived Area Allowances
Educators serving in deprived areas are expected to see their allowances finally approved. Once implementation begins, these payments will be made on a monthly basis to teachers who qualify for the incentive.
The “13th Month” Allowance
A proposed “13th-month allowance” for teaching and non-teaching staff is unlikely to receive government approval. Sources indicate that the government is hesitant to introduce this benefit as it is not currently enjoyed by any other public service institution in the country.
Salary Increment Negotiations
Regarding a general salary increase for GES staff, the “door remains open.” The final outcome will depend heavily on the strength of the negotiations and the specific arguments put forward by the leadership of the various teacher unions during the session.
