Ghana unlock US$40m for education via Jacobs Foundation

The Jacobs Foundation has helped Ghana mobilize an additional US$40 million required to unlock the country’s full US$40 million allocation under the Global Partnership for Education (GPE) Multiplier Grant, bringing the total funding to US$80 million for education interventions.
The Deputy Minister for Education disclosed this during a visit by the Board of the Jacobs Foundation to the Ministry of Education on Tuesday, August 25, 2026.
The partnership has supported the mobilization of additional financing for the Ghana Accountability for Learning Outcomes Project (GALOP), with the Jacobs Foundation also playing a key role in shaping the Communities of Excellence Programme and the Ghana Education Evidence and Data Laboratory (GEEDLab).
Ghana was allocated US$40 million under the GPE Multiplier Grant but was required to mobilise an equivalent amount from other sources to unlock the full allocation.
“The GPE multiplier grant system requires a beneficiary country to mobilize funds from other sources, whether multilateral or bilateral, as counterpart to unlock the full allocation,” the Deputy Minister said.
The Jacobs Foundation subsequently worked with the Ministry and other partners under the SCALE Partners initiative to mobilise the required counterpart funding.

“Jacob Foundation gladly agreed to work with the Ministry and mobile partners under the umbra name SCALE Partners and they successfully mobilised US$ 40 million, plus the US$40 million from GPE bringing the total to US$ 80 million,” the Deputy Minister stated.
The Ministry said the resulting US$80 million is being used as additional financing under GALOP, which seeks to support improvements in learning outcomes and accountability in the education sector.
The Deputy Minister described the Jacobs Foundation as “a key partner of the Ministry”, while expressing the Ministry’s commitment to deepening the growing cooperation.

The Ministry also recalled an earlier visit by members of the Jacobs Foundation Board and management between January 19 and 22, 2026, during which the delegation paid a courtesy call on the Vice President.
The Deputy Minister welcomed the delegation back to the Ministry and assured them of the government’s commitment to working with the Foundation to deepen the partnership and enhance implementation of the various projects.
