CSOs are seeking answers on GH9m GETFund arrears.

A collective of over fifty civil society organizations (CSOs) in the field of education, including Africa Education Watch (Eduwatch) and Institute for Education Studies (IFEST), are requesting the release of approximately GHC9 million in budgetary arrears pertaining to the Ghana Education Trust Fund (GETFund), which they allege remain unaccounted for.

They explained that the amount should have been disbursed in 2023 for basic education infrastructure. Therefore, they are requesting the immediate release of the funds.

For the fiscal year 2023, the government allocated GH1.87 billion to GETFund, a statutory funding vehicle for the development and maintenance of essential academic facilities and infrastructures. From this, GHC15 million  were allocated for the basic level, especially the procurement of desks.

Nonetheless, the Ministry of Finance (MoF) only disbursed GHC6million out of the total GHC15million to the fund, leaving a larger portion, namely GHC9million, unaccounted for.

The Chief School Officers characterized the occurrence as concerning, noting that a significant number of schools are currently without desks for their students as a result of the delay.

Eduwatch Executive Director Kofi Asare stated that with only GH6 million released late in 2023, no desk was purchased from the GETFund allocation in that year, further aggravating the desk shortage.

The allocation for basic school furniture from the GETFund for the year 2023 has not been fully executed. With only 6 million GH released late in 2023, no desk was purchased from the 2023 GETFund allocation in that year. The Ministry of Education must expedite the procurement of desks for basic schools with an initial allocation of GH6million, he stated.

The absence of desk menace.

According to a recent report by Eduwatch, 2.3 million pupils are deprived of desks in basic schools. A scoping study on the impact of desk deficits in public basic schools estimated that the government would require some GH330 million to address the desk deficit in public basic schools.

This investment is necessary to ensure that the approximately 2.3 million pupils across the primary and junior high school levels have access to learning desks.

Apart from the 33 million required to fill the current desk deficit, about 19 million is needed to provide the 54,800 desks needed each year for growth in pupils’ numbers.

This portrays a bleak outlook regarding the prospects of basic education, particularly in light of the modest allocation of GH15million in 2023, which has yet to be fully disbursed.

Kofi Asare stated that if the current average investment of GH18million in furniture at the basic education level persists, it will take Ghana approximately 18 years to address the desk deficit.

The capping of GETFund.

The Chief Security Officers (CSOs) deemed the financial ministry’s refusal to distribute the total GETFund allocations over the past three years as unacceptable, given that the government has already capped the fund since 2017.

Since 2020, the CSOs have called on the government to remove the cap on the GETFund’s receivables since the restriction denies the statutory funding vehicle for educational projects.

Since 2017, the 25 percent cap on the GETFund has placed undue pressure on the fund and is hindering the development of education infrastructure.

He asked Mahama to tell Ghanaians what he would add to the massive developments and changes Ghana has seen under the presidency of Nana Addo Dankwa Akufo-Addo in case he is elected as president again.

 

The General Secretary said the party was currently electing re­gional and electoral area officers, who would be trained to garner support and votes for the LPG at the polls.

He said it was time Ghanaians rejected the New Patriotic Party (NPP), the National Democratic Congress (NDC) and all other minority parties and give the LPG the chance to govern the country.

 

“We are the only liberal party in Ghana, and we know what the two parties have done so far, so we are just appealing to Ghana to give us the opportunity as liberals to turn things around for the country.

“We supported the NPP to win the elections but honestly, we all as Ghanaians know the disap­pointment that has come from the camp of the NPP.

The NDC has also gotten the opportunity so many times, but they were not able to do anything meaningful to help Ghana.

The Minister for Education has announced that the fees for BECE and WASSCE are free under the Free Fees for School Examinations program. This means that the BECE and WASSCE examinations, which are conducted by the West African Examinations Council (WAEC) for final-year students in government Junior and Senior High Schools, are free.

Under the Free Senior High School policy, the education minister, Dr Yaw Osei Adutwum, says that all registration and other examination costs used to be incurred by the parents of candidates have been absorbed by the government.

The Minister of Education and Bosomtwe Member of Parliament said in the interview that the central government’s absorption of the BECE and WASSCE fees forms part of an effort to ensure quality education.

The examinations conducted by the West African Examinations Council (WAEC) under the Free Senior High School (Free SHS) program are free, while BECE is also free and WASSCE is also free, as stated by the Minister in Charge of Education on the Dwaso Nsem show on Adom FM.

Dr. Adutwum expressed his opinion regarding the conduct of the upcoming examinations, stating that his organization, in collaboration with the non-profit organization (WAEC), will randomly select questions for the 2024 national and international examinations.

The Minister of Education has informed that prospective candidates in the country who intend to participate in any of the West Africa Examinations Council (WAEC) School examinations may soon be required to answer diverse questions on identical subjects.

Honourable Adutwum indicated the new strategy is part of several measures put in place by the Council responsible for the conduct of BECE and WASSCE to curb examination malpractices at every level, particularly in the exam hall.

In a related development, Africa Education Watch (EduWatch) has said some public heads of Senior High Schools are demanding registration fees for the 2024 West African Senior School Certificate Examination (WASSCE) candidates.

Despite the government’s absorption of the 2024 WASSCE registration fees, the Director of EduWatch in a social media post said some second-cycle schools allegedly are levying students up to GH₵700 for the International examination.

The Ghana Statistical Service found out that 76% of men in Ghana who are between 15 and 49 years old don’t know if they have HIV.

The Ghana Demographic and Health Survey, conducted by the Ghana Statistical Service, revealed alarming figures regarding HIV awareness and prevention among men aged 15 to 49.

The figures show that a substantial 76 percent of men in this age group are unaware of their HIV status.

Furthermore, only 28% of respondents reported using condoms during sexual encounters with non-habiting partners.

In contrast, women in the same age bracket exhibited higher awareness levels, with approximately 54% undergoing HIV testing, and 11% using condoms during sexual activities with non-cohabiting partners.

The Acting Director of Demography at the Ghana Statistical Service, Godwin Odei Gyebi, emphasized the importance of men taking a more proactive role in knowing their HIV status.

12% of women and 28% of men said they use a condom.

The proportion of people who have tested positive for HIV and received their results is higher for women than for men.

As far as women are concerned, men are not doing well. The last 12 months saw 15 percent of women and 7 percent of men undergo HIV testing and receive their results.

A Man is in Trouble Because of a Job Scam for GHC203,000

The Circuit Court in Accra has remanded Iddrisu Suka in police custody for his alleged involvement in a job scam.

The court presided over by Mrs Samuel Bright Acquah issued a bench warrant for Sukaon’s arrest on June 19, 2023.

The first accused, Dorcas Nartey, 28, a 28-year-old unemployed woman who had earlier appeared before the court, is currently free on bail of GHC200,000.

Dorcas and Suka are said to have nabbed Gh.203,000 from 32 potential applicants, who were interested in joining the security forces.

The accused, who have been jointly charged with conspiracy to commit crimes, have denied the charges.

The chief superintendent of police, Augustine Yirenkyi, revealed that the complainant, Alex Mensah Twumasi, was a member of the assembly for Accra Newtown, and Dorcas was unemployed, hailing from Gbawe, Accra.

The prosecution claims that Docas told the complainant that she had ‘protocol connections’ at the Jubilee House.

Docas asked the complainant to give her GH203,000 to secure 32 potential applicants for recruitment into any of the security services – the Ghana Police Service, the Ghana Immigration Service, the Ghana Customs and the Ghana National Fire Service.

GH203,000 was paid by the complainant to Dorcas, but she was unable to fulfill her promise and played hide and seek with the complainant, according to the prosecution.

The chief insp Yirenkyi said the complainant contacted the authorities, and Dorcas was taken into custody.

The court heard that Dorcas, in a cautionary statement, acknowledged receiving GH203,000 to secure a position in the various security services for potential applicants, and that she (Dorcas) gave the money to Suka (now fugitive).

Chief Insp. Yirenkyi said Dorcas claimed Suka worked at the Jubilee House and he could help her secure a job for the 32 potential applicants, but he failed.

According to the prosecution, Dorcas pledged to reimburse the sum (GH203,000) to the complainant, but she failed to do so.

The Bank of Ghana has cut the policy rate to 29.0%

The Monetary Policy Committee of the Bank of Ghana has lowered its lending rate from 30% to 29.0%

The Chairman of the Committee, Dr Ernest Addison, made this known during its 116th meeting on January 29, 2024.

The decision was taken following a steady decline in inflation, from 54.0% in December 2022 to 23.4% in December 2023, despite the inherent dangers.

“The latest forecast suggests that the disinflation process will continue, and headline inflation is expected to ease to around 13-17% by the end of 2024 before gradually trending back to within the medium-term target range of 6-10% by 2025. These forecasts notwithstanding, there are upside risks to the inflation outlook, and there is a need for strict implementation of the 2024 budget and a tight monetary policy stance to sustain the disinflation process”.

Dr Addison Chairman of teh Bank of Ghana explained that several factors had supported the disinflation process, including the tightening monetary policy stance throughout 2023, favourable international crude oil prices which led to stable ex-pump prices and transportation costs, and relative stability in the exchange rate.

“The latest forecast suggests that the disinflation process will continue, and headline inflation is expected to ease to around 13 and 17 per cent by the end of 2024 before gradually trending back to within the medium-term target range of 6-10 per cent by 2025,” he said.

The Governor, however, noted that there could be upside risks to the inflation outlook, hence, the need for strict implementation of the 2024 budget and a tight monetary policy stance to sustain the disinflation process.

In the banking sector, Dr Addison stated that the bank’s liquidity and profitability positions had improved in the aftermath of the domestic debt restructuring.

“It is expected that early recapitalisation and effective risk management by banks will help promote overall banking sector stability and resilience and ensure effective financial intermediation to strengthen the economic recovery efforts,” he said.

The policy rate is a key tool for checking inflation and enabling a positive effect on the cost of borrowing in the country.

The Ghana National Chamber of Commerce and Industry (GNCCI) advocated a reduction in the policy rate to bolster business growth amidst rising borrowing costs.

On the domestic economy, the Governor said there were clear indications that the current macroeconomic framework being implemented with the support of the International Monetary Fund (IMF) programme yielded positive results, adding that the macroeconomic fundamentals have all trended in the right direction.

Overall, the MPC noted that global growth had remained relatively subdued in 2023, while the ease in global inflation had triggered a pause in monetary policy tightening across key economies.

Speaking about domestic macroeconomic conditions, he indicated that there had been a gradual recovery in economic activity, due to the positive results of the International Monetary Fund (IMF) Extended Credit Facility (ECF) programme.

“Growth, however, remains below potential, requiring policy support, including help from the supply side,” he said.
