Scholarship Secretariat has issues with inequitable distribution of public funds – Dafeamekpor

Rockson-Nelson Dafeamekpor, Member of Parliament for South Dayi, has recently expressed concerns about the operations of the Scholarship Secretariat in Ghana, pointing to a broader issue of inequitable distribution of public funds rather than individual accountability of its Registrar, Dr. Kingsley Agyemang.
During an interview on JoyNews’ Newsfile, Dafeamekpor emphasized that the problems at the Scholarship Secretariat are deeply rooted in the system that governs its operations.
He challenged the notion put forth by the Auditor General, who suggested that the GETFund was overstepping its role by issuing scholarships directly, a role traditionally associated with the Scholarship Secretariat.
The MP clarified the legislative backdrop, indicating that the GETFund is indeed authorized to allocate funds to the Scholarship Secretariat specifically for disbursing scholarships.
He argued that the real issue lies in the lack of a substantive legal framework that directly governs the Scholarship Secretariat’s operations, advocating for a system where the Scholarship Secretariat could independently account for its disbursed funds under clear statutory guidelines.
The South Dayi MP highlighted the difference in transparency and accountability between the GETFund and the Scholarship Secretariat.
He praised GETFund for its merit-based approach, where students with higher academic achievements are prioritized transparently.

In contrast, he criticized the Scholarship Secretariat for its lack of transparency, suggesting it operates under the veil of governmental bureaucracy, which obscures its financial activities from public scrutiny.
Dafeamekpor’s comments underline a pressing need for reform within the Scholarship Secretariat to ensure fair and transparent distribution of scholarships.
He called for immediate actions, including a special inquiry by the Auditor General into the activities of the Scholarship Secretariat, to prevent misconduct and promote fairness in the administration of public funds dedicated to education.
This stance reflects a growing demand among Ghanaian lawmakers for greater accountability in public office, aiming to eradicate comfort zones that allow continuous misconduct without consequences.
