GES Orders Issuance of Outstanding Promotion Letters To Lower Ranks

The Ghana Education Service (GES), in its latest communication on the promotion of lower ranks, has directed Regional, Municipal, Metropolitan, and District Directors of Education to expedite the issuance of outstanding upgrading and promotion letters for teaching and non-teaching staff within the service.

This directive was outlined in a letter dated January 2, 2025, and signed by the Acting Director for Human Resource Management and Development (HRMD), Ms. Angela Frimpomaa Nkansah.

The letter emphasized the need to address all pending promotions for staff at the lower ranks as well as those eligible for promotion to Principal Grade positions.

Key Guidelines for Processing Promotion Letters:

Notional and Substantive Effective Dates:

  • The date of submission of an application for upgrading will serve as the notional effective date.
  • The substantive effective date for all outstanding promotions has been set as September 1, 2024.

This means that all eligible staff will have their promotion letters backdated, ensuring they receive the corresponding back pay based on these dates.

Documentation Requirements:

  • Copies of all issued letters must be compiled and submitted to the HRMD Division at Headquarters through the Regional Office.
  • A signed copy of each letter must also be retained in the employee’s file for record-keeping purposes.

Additionally, the directive clarified that:

  • Metropolitan, Municipal, and District Education Offices (MMDEs) are responsible for issuing promotion and upgrading letters for teaching and non-teaching staff in the lower ranks.
  • Regional Directors will exclusively handle the issuance of upgrading letters for the Principal Grade.
