NPP Unveils Guidelines for Parliamentary Primaries in Orphan Constituencies

As the New Patriotic Party (NPP) gears up for parliamentary primaries in orphan constituencies —those without sitting Members of Parliament—a set of guidelines has been outlined to ensure a smooth and transparent electoral process. The primaries are scheduled to take place on December 2, 2023.

In a recent statement, the NPP directed constituency election committees to utilize the same venues that were employed for the recently concluded presidential elections.

However, the NPP acknowledged the possibility of venue changes and advised constituency executives to engage in discussions with their respective Regional Executive Committees. Any changes in venue must be communicated to the National Party no later than Monday, November 27, 2023.

One of the key aspects emphasized in the guidelines is the pivotal role of the Electoral Commission (EC) in overseeing the elections. The NPP Orphan Constituencies statement explicitly prohibits any individual, whether a government appointee, party official, or otherwise, from acting in contravention of the Electoral Commission and the established guidelines.

“The Electoral Commission of Ghana shall supervise the conduct of the election and shall have the full responsibility of ensuring a transparent, free and fair election. No person, whether government appointee, party official, or otherwise, shall act in contravention of the EC and these guidelines,” the statement asserted.

Security arrangements for the NPP Orphan Constituencies primaries are entrusted exclusively to the Ghana Police Service. Access beyond security checkpoints is restricted to delegates, the Constituency Parliamentary Elections Committee (CPEC), contestants, and their accredited agents. Notably, the guidelines explicitly state that there shall be no camping of delegates, emphasizing the need for a fair and unbiased electoral process.

As the NPP prepares to conduct the primaries, the outlined guidelines reflect the party’s commitment to upholding democratic principles, transparency, and fairness in the selection of candidates for orphan constituencies.
