Base pay up by 30% effective January 2023
The 2023 Base Pay Agreement negotiations which started in 2022 have come to an end after both parties agreed on a 30th rise in base pay for the year 2023.
The agreement was reached at the 9th negotiation meeting.
The increase in the base pay was captured in an agreement dated 12th January 2023 which was signed between the Government of Ghana, represented by the Fair Wages and Salaries Commission (FWSC), Ministry of Employment and Labour Relations (MELR), and Ministry of Finance (MoF) and Organized Labour which comprised workers unions Associations and Institutions within the Public Sector. The agreement was concluded for the 2023 Single Spine Salary Structure and the base pay agreed on was as follows.

- The Base Pay on the Single Spine Salary Structure was increased by 30%
- The effective date for the payment of the new series as a result of the 30% increase is January 2023
Since 2012, the base pay increase has not crossed the 15% increase mark. Data available to GhanaEducation.org revealed that in 2011, the Base Pay was increased to 20%, in 2012 (18%), 2013 (10%), 2015 (13%), 2016 (10%), 2017 (12.5%), 2018 (11%), and 2019 (10%). Clearly, the government is fond of increasing the Base Pay with a lower margin for the past 12 years, and organized labour wants this narrative to change. The 30% increase in 2023 is the highest in the last 13 years.
