Chief Justice Decline Request to Recuse Justice Twum in OSP Cases
In a recent legal development, Chief Justice Gertrude Sackey Torkornoo has decline the request from the Office of the Special Prosecutor (OSP) to recuse Justice Edward Twum from all cases involving the OSP that are currently before him.
The OSP’s request for recusal was communicated to the Chief Justice through a letter dated October 25, 2023. In response, the Judicial Secretary conveyed the Chief Justice’s decision, stating that she was unable to accede to the request. This decision comes as a significant development in the ongoing legal proceedings involving the OSP and Justice Twum.
In the midst of these legal maneuvers, the cases related to the OSP’s dealings with Cecilia Abena Dapaah, the former Minister of Water Resources and Sanitation, have been adjourned to November 8, 2023. This adjournment was awaiting the directives of the Chief Justice. The central issue in these cases revolves around the declaration of assets by the former minister.

It is noteworthy that the OSP is concurrently involved in court proceedings with an application seeking to freeze the accounts of the former Minister for a second time. This action follows the court’s earlier dismissal of the OSP’s initial application to freeze the former minister’s assets.
The court’s previous decision to dismiss the application was grounded in the determination that the OSP had filed the application after the stipulated time frame. This ruling highlights the importance of procedural adherence and the need to follow established legal timelines in such cases.

As the legal proceedings continue, the decisions and directives from the Chief Justice play a pivotal role in shaping the course of these cases. The refusal to recuse Justice Twum underscores the intricate legal dynamics at play, and the impending proceedings on November 8, 2023, will be closely watched for their potential impact on the outcome of these cases.
