Government to Grant Clearance to Tertiary Institutions for Staff Recruitment
In a significant move towards bolstering the academic workforce and addressing critical staffing needs, Dr. Yaw Osei Adutwum, Ghana’s Minister of Education, declared that the government will grant clearance to all public tertiary institutions in the coming months. The announcement was made during the 24th Congregation of Ho Technical University (HTU), where more than 1,500 graduates received their degrees.
During the event, Dr. Adutwum, whose address was delivered by Professor Yayra Dzakadzie, Deputy Director of the Ghana Education Tertiary Commission (GTEC), emphasized the government’s commitment to completing ongoing projects funded by the Ghana Education Trust Fund (GETFUND). He assured the management of HTU that these projects would be finished in due course.
Furthermore, Dr. Adutwum disclosed that the government had disbursed GHS 362.4 million as book and research allowances to eligible senior members of public tertiary institutions across the nation. This financial support is part of the government’s broader strategy to create fair opportunities for staff advancement and ensure self-sufficiency in human resources within educational institutions.
Addressing financial challenges that hinder prospective students from pursuing tertiary education, the Minister highlighted the implementation of the ‘No Guarantor Students Loan Policy.’ Under this policy, both public and private tertiary students can access loans by providing only their Ghana Card. Notably, the loan amount has been increased by 50%, ranging from GHS 1,500 to GHS 3,000.

Expressing the government’s commitment to inclusive and high-quality education, Dr. Adutwum affirmed their dedication to providing adequate funding for Technical Universities. This support aims to create an environment conducive to national and international development through retooling, innovative teaching methods, and research driven by information and communication technology (ICT).
Professor Ben Honyenugah, Vice Chancellor of HTU, highlighted new programs introduced by the university and emphasized investments in academic resources, including infrastructure upgrades. He appealed for a hotel school facility for the Hospitality Management Department and urged the release of funds for completing GETFUND projects.
The event also celebrated Mr. Francis Edem Kumado, a Higher National Diploma Fashion Design and Textiles student, who was recognized as the overall best student and valedictorian with an impressive 4.95 grade point average.
