Ghana Gears Up for 2024 Budget Debate on Nov. 21

As the year draws to a close, Ghana’s Parliament is gearing up for a crucial week of deliberations, set to begin on Tuesday, November 21, 2023. The focus? The 2024 Budget debate Statement and Economic Policy.
The announcement of the 2024 Budget Debate schedule came from Majority Leader Osei Kyei-Mensah-Bonsu during the presentation of the business statement on Friday, November 17, 2023. The Business Committee of Parliament is eager to facilitate a robust and well-informed debate on the proposed budget.
To encourage widespread participation, the committee has outlined specific time allocations for various speakers for the 2024 Budget Debate. The Seconder and Ranking Members of the Finance Committee will have 20 minutes, other committee members 15 minutes, and all other Members of Parliament (MPs) will be allotted 10 minutes each.

The Debate will be structured around distinct sectors, covering areas such as governance, security, public safety, finance, economy, energy, infrastructure, social sectors, local governance, youth, sports, tourism, and culture.
The proposed timetable designates each day to specific topics, with finance, agriculture, trade, and industry taking the spotlight on Tuesday, followed by communications, energy, roads, works and housing, sanitation, and environment on Wednesday.
Thursday’s agenda, 2024 Budget Debate, includes discussions on education, health, employment, youth and sports, tourism, culture, and chieftaincy. The final day, Friday, will center around governance, covering local government, judiciary, defense, interior, the Electoral Commission, National Commission for Civil Education, and Commission on Human Rights and Administration of Justice.
The anticipated conclusion of the Debate is set for Tuesday, November 28, 2023, with extended sitting periods expected to ensure the timely consideration of the Appropriation Bill, 2023, and other crucial parliamentary matters. The Majority Leader emphasized the importance of swift committee actions on the budget estimates of various Ministries, Departments, and Agencies (MDAs).
