It is very difficult to gain admission into any tertiary institution with grade E in any major subject. However, some private tertiary institutions or technical universities do consider such candidates. There is however a clause for such persons; They will have to resit for such paper as they go through their tertiary education.

To avoid resit at the university  means you should not get an E or an F in the particular course. This means that you should not get 0 to 49 in any course in order to escape resit in the university.

Getting an F in any course requires that you retake the examination as a resit course. If it is an E you scored in the course and it is a core course, you would have to resit but if it is an elective, you can choose to resit the course.

Wil I graduate if I get E or F in exams

No, you will not be able to graduate if you still have an F or E in your transcript that you have not been able to resit it. You should be able to resit all the courses you have failed so that you will be able to graduate from the university.
