Bawumia appoints Former Oti Minister, Joshua Makubu, as campaign Coordinator for PWDs, Special Needs

In a significant move aimed at reinforcing the inclusion and empowerment of Persons with Disabilities (PWDs) and those with special needs within the political landscape of Ghana, Dr. Mahamudu Bawumia, the Flagbearer of the New Patriotic Party (NPP), has appointed Joshua Makubu, the former Oti Minister, as his campaign coordinator for these critical demographic groups.
Joshua Makubu, known for his advocacy and work with PWDs, is tasked with the crucial role of mobilizing support and rallying behind Dr. Bawumia’s vision, one that promises to foster an inclusive society where the talents and energies of all Ghanaians, irrespective of their physical abilities, are harnessed for national development.
The announcement made on Monday, March 11, 2024, by Dennis Miracles Aboagye, the Director of Communications and spokesperson for Dr. Bawumia’s campaign team, underscores the flagbearer’s longstanding commitment to the welfare and inclusion of PWDs and individuals with special needs in Ghana.
Highlighting some of the significant strides made under Dr. Bawumia’s advocacy, Aboagye detailed the increase in the percentage allocation for PWDs under the District Assemblies Common Fund (DACF) from 2% to 3%.
Additionally, the creation of a Photo Album of Persons with Disability across all 261 Metropolitan, Municipal, and District Assemblies (MMDAs) has enhanced the efficiency and accountability in the disbursement of funds, catering to the specific needs of PWDs.

The impactful reach of these initiatives is evident in the substantial disbursement of GHc331,185,775.86 to PWDs across the 261 MMDAs since 2017, benefiting 59,040 individuals.
This includes financial support for start-up capital to 52,995 PWDs and the provision of start-up tools and kits to 6,045 individuals, further empowering them to contribute meaningfully to the economy.
The commitment to economic support for PWDs, described as unparalleled in the history of Ghana’s 4th republic, is a testament to the government’s dedication to creating sustainable livelihoods for citizens with special needs.
As the 2025 elections draw near, Dr. Bawumia’s campaign, under the coordination of Joshua Makubu, aims to continue and enhance these efforts.
Key proposals include the recruitment of 1,000 special education teachers, retraining for teachers on accommodating special needs students, and the training of more speech and language therapists, as well as occupational and behavioural therapists.
These initiatives are not just about support but about integrating PWDs fully into the fabric of Ghanaian society, ensuring they have equal opportunities to thrive and contribute to the nation’s development.
