EduWatch publishes report of govt promises in education sector (2017 to 2024)
Education think tank – Africa Education Watch (EduWatch) has published a report on its tracking of the central government’s promises in the education sector between 2017 and 2024.
The Africa Education Watch (EduWatch) Education Promises Tracker measured progress in fulfilling Education Sector Promises by the New Patriotic Party (NPP) administration from 2017 to 2024.
With a total of 243 promises scoped from the NPP’s 2016 and 2020 Manifestos, State Of the Nation Addresses (2017-2023), Budget Statements (2017-2023) and Government Press Briefings (2017-2023), 100 were sampled for tracking based on their measurability.
Key Findings
1. Promises fully fulfilled: 35 per cent.
2. Promises in advanced stages of fulfilment: 15 per cent.
3. Promises at takeoff stage: 22 per cent.
4. Promises at the pre-fulfilment stage: 12 per cent.
5. Promises not fulfilled: 14 per cent.
6. Promises with no measurement currently available: 2 per cent.
“The promises were scored by three (3) independent raters and a team scoring from representatives of Education Sector Institutions including the Ministry of Education (MoE), Ghana Technical and Vocational Education and Training (TVET) Service, Commission for (CTVET), Ghana Education Service (GES), Ministry of Gender, Children and Social Protection, Teacher Unions and Teacher Trainees.
The initial level of agreement among the three (3) independent raters and team scoring was 71 per cent. The items with discrepancies in scoring (constituting 29%) were resolved using an averaging code, increasing the level of agreement to 100 per cent,” EduWatch stated in its report which can be downloaded by clicking on this link
