The Hon. Minister for Education, Dr. Yaw Osei Adutwum, on Thursday, January 13, 2022, inaugurated the Governing Council of the Ghana Education Service at a short swearing-in ceremony. The members of the GES Council other than the ex-officio members shall hold office for three years and shall on the expiration of that period be eligible for re-appointment according to the GES Act 1995 (ACT 506).
He congratulated the Ghana Education Service Council members for their appointment onto the GES Council and called on them to bring their wide knowledge and expertise to bear on Pre-tertiary Education in order to help the President and the Government train young Ghanaians to become relevant in the fourth revolution job space—the digital age.
The GES Council has a core function of advising the Minister of Education on policy formulation and the coordination of approved national policies, programmes, and standards relating to Basic and Senior High Education delivery.
Functions of the GES Council
Per section 5 of the GES Act 1995 (ACT 506), the Council shall have general control over the management of the Service and shall perform the following functions.
(a) ensure the implementation of the function of the Service;
(b) submit to the Minister recommendations for pre-tertiary educational policies and programmes;
(c) promote collaboration between the Ministry of Education and the Service; and
(d) advise the Minister on such matters as the Minister may request.

The governing body of the Education Service has its membership drawn from various Institutions including, the West African Examination Council (WAEC), the National Schools Inspectorate Authority (NaSIA), the National Teaching Council (NTC), the National Council for Curriculum and Assessment (NaCCA), the Teacher Unions, the Ministry of Education (MoE), the Local Government Service Council (LGSC), the Faith-Based Organisations (FBOs), and the Non-teaching Staff of the GES (TEWU).

The council would likely have a set of tough early tasks to perform as the bearer and giver of bad news to teachers and non-teaching staff who have been interdicted awaiting the ruling and final decision of the GES Governing Council.

In the coming months, Teacher Kwadzo, and the 11 teachers who were interdicted for engaging in examination malpractices in 2022 during the BECE /WASSCE would be among those whose faith will be determined by the council.
The absence of the Ghana Education Service Council in recent times meant there was no institution to carry out its mandate.
