Promotion Without Pay Is Punishment” – Teachers Accuse GES of Neglect

Junior-rank teachers across Ghana, particularly in the Ashanti Region’s Kwadaso Municipal, are raising alarm over what they describe as a deeply unfair and demoralizing delay in salary placement, months after receiving official promotion letters.
According to a press statement issued by a concerned teacher and circulated among education stakeholders, several junior-rank teachers were promoted as far back as 26 July 2024, yet remain unplaced on their appropriate salary scales.
“Months have passed, and there has been no clear communication, no timeline, and no explanation,” the teacher lamented.
Promotion Without Placement Defeats Its Purpose
While the Ghana Education Service (GES) continues to announce new promotion exercises and examinations for higher ranks, affected junior teachers say they feel neglected and sidelined.
“Promotion without placement on the right salary scale defeats the whole purpose,” the statement stressed, describing the situation as discouraging and deeply unfair.
Teachers argue that although they have fulfilled all requirements and received official letters, their financial status has not changed, leaving many struggling under rising living costs.
Junior-Rank Teachers Say They Are Being Ignored
The press release highlights growing frustration among lower-rank teachers who believe their welfare does not receive the same urgency as that of senior colleagues.
“It increasingly appears as though the concerns of junior-rank teachers do not matter,” the statement noted.
One affected teacher added privately:
“We are the backbone of basic education, yet we are treated like we don’t matter.”
Call on GES, GNAT, and Political Leaders
The teachers are calling on the Ghana Education Service, the Ghana National Association of Teachers (GNAT), and key political figures including Hon. Haruna Iddrisu and Hon. Alexander Kwamena Afenyo-Markin to intervene urgently.
They are demanding:
Immediate salary placement for promoted junior-rank teachers
Clear communication and timelines from GES
Equal attention to junior and senior rank welfare issues
“GES must show that it cares for all teachers, not only those at the top,” the statement concluded.
This development adds to mounting pressure on GES over promotion delays, unpaid arrears, recruitment uncertainty, and welfare concerns, as teachers increasingly use official channels and public platforms to demand accountability.
For many junior-rank teachers, the message is clear:
Recognition without remuneration is not promotion — it is neglect.
