Following the June 23rd Picketing at the Ministry of Education and Ghana Education Service (GES) over the 10 months of unpaid salary, the GES has provided key ppdates on payment & Staff IDs for new teachers. In a letter from the GES on the matter, the management outlined series of events that have led to the current stalemate which has affected teachers.

The Management of Ghana Education Service (GES) acknowledges receipt of petition presented by a section of newly posted teachers on Monday, June 23, 2025. These teachers, who assumed duty in September 2024, have expressed concerns primarily regarding delays in the issuance of Staff IDs and non-payment of salaries. Management wishes to acknowledge these concerns and further clarify the actions taken to address the issues.
1. RECRUITMENT BACKGROUND
In 2024, GES recruited 12,807 graduates from the Colleges of Education. As of December 2024, 9,950 of them had received Staff IDs and were paid. However, 2,113 had Staff IDs but could not be paid due to the expiration of financial clearance. An additional 582 teachers did not receive Staff IDs because of delays in documentation, including inconsistencies in SSNIT numbers, Ghana Card details and instances of self-reposting.
2. STEPS TAKEN BY GES
The present GES Management, upon assuming office, immediately undertook a nationwide staff validation exercise from 7th-14th March 2025 to confirm genuinely recruited teachers and clean up recruitment anomalies. This followed revelations of irregularities as captured in recent audit reports.
A technical committee, including representatives of the aggrieved teachers, has been set up to ensure prompt communication, feedback and coordination.
Letters have been sent through the Minister for Education to the Ministry of Finance requesting an extension of the expired financial clearance to allow for payment processing. Fortunately, a budgetary allocation was made in the 2025 budget statement.
GES is actively working to resolve recruitment backlogs and to prevent recurrence by addressing systemic issues in the recruitment process.
3. INCONSISTENCY IN TEACHER REPRESENTATION
Achallenge GES continues to face is the frequent emergence of new groups of aggrieved teachers. With shifting leadership and inconsistent representation, it becomes difficult to track concerns and ensure progress. Every picketing exercise often involves a different set of individuals. GES appeals for coordinated, unified, and consistent representation from the teachers to help streamline the engagement process.
4. CALL FOR CALM AND CONTINUED ENGAGEMENT
While GES appreciates the frustrations of the affected teachers, it is important to note that significant progress has already been made. The Service assures all affected staff that every effort is being made to rectify the situation and ensure that all genuinely recruited teachers receive their due remuneration. Management remains committed to transparency, accountability, and collaboration in resolving this matter in the best interest of our hardworking teachers and the education sector at large.
