10% Salary Increment To Teachers and All Public Workers Paid, Affordability Goes Up

Following the agreement between labour unions and the government on the increase of government sector workers’ salaries for the 2025 working year, the government has paid the agreed 10% salary increase. The 10% salary increment was supposed to have taken effect in January; however, the government delayed its payment until now because the negotiations were delayed until late February 2025.
The payment has, per our checks, been reflected on the April 2025 pay vouchers released by the government on Sunday, 20 April 2025, for validation.
The payment made by the Controller and Accountant General covered three months of arrears (January to March 2025). This payment was made in addition to the adjusted salary of workers.
Prior to this payment, the Ghana Education News portal disclosed in March that the government was preparing to pay the new salary increase from April. In our publication titled “Public Workers Salary Increase & Teacher Promotion Confirmation Dates” we revealed that “The 10% salary increment for public service workers won’t be paid in March 2025,” our source confirmed. However, it is likely to be paid in April 2025, with arrears from January to March 2025 also expected to be paid in the same month.” This has been the case at the time of filing this report.
In a related development, teachers in the Ghana Education Service who were promoted have also been placed on the appropriate salary scale, with adjustments made to align their pay with their current ranks.
The Ghana Education News portal can confirm that:
- A 10% salary increment with arrears has been paid for January to March 2025.
- The promotion to different ranks of teachers has also been reflected on pay slips. The affected teachers will be on a new salary scale as well.
- Some newly posted teachers with 0.00 issues solved on their payslips have also had their issues resolved by the government.
- More newly posted teachers have had their pending salary arrears paid.
What is the 2025 teacher affordability given the 10% salary increase?
To calculate your new affordability, follow this basic calculation. It will help you know how much affordability will be added to your existing affordability.
[a] Know your monthly Gross Salary, e.g., GHS5000.
[b] Know your multiplier for calculating affordability, which is 0.03189 (that is, 0.10 x 0.945 x 0.75 x 0.45 = 0.03189).
[c] Note that 0.10 is the 10% Note that 0.945 is 94.5%, which represents the portion of your gross pay after SSNIT of 5.5% is deducted.
[d] The 0.75 is 75%, which represents your income less 25% tax deducted. The 0.45 is 45%, which is the percentage of your income that financial institutions must not exceed when making deductions.
This will inform them as to how much loan they can offer you and how much they can deduct as repayment on a monthly basis.
[e] Example: if your current monthly gross (basic + premium) is 5,000, then your extra affordability will be 0.03189 x 5,000 = 159.45.
