As the year 2024 draws to a close, public sector workers are looking forward to a new Single Spine Salary Structure (SSSS) and daily minimum wage for 2025. Reliable information available to Ghanaeducation.org indicates that the 9-member committee set to review the SSSS has completed their work and is expected to make their reports and recommendations available to the government.
Recommendations expected include the need to use a performance-based approach as a critical part of variables to determining salaries of public sector workers as well as deal with discrepancies in salaries across different sectors, such as health and education, to ensure the SSSS is not only fair but equitable in rewarding staff on the same level.
In 2024, the government, through the National Tripartite Committee, agreed on a 22% increase to arrive at the 2024 National Minimum Wage. This translated to a National Daily Minimum Wage (NDMW) of 18.15 a day and about GHS555 a month
Ghana’s daily minimum wage has increased marginally from GHS8.00 in 2016 to GHS18.5 in 2024.
| Year | Metric (GH₵) |
|---|---|
| 2016 | 8 |
| 2017 | 8.80 |
| 2018 | 9.68 |
| 2019 | 10.65 |
| 2020 | 11.82 |
| 2021 | 12.53 |
| 2022 | 13.53 |
| 2023 | 14.88 |
| 2024 | 18.15 |

Projected Daily Minimum Wage for 2025
With the December 7th election just around the corner, the government is yet to release any new updates on the SSSS officially. However, the projected daily minimum wage for 2025 is projected to be between GHS 22.00 and GHS 26.00.
The projected increases for the daily minimum wage in 2025 can be broken down as follows:
- If the new daily minimum wage is GHS22.00:
- Percentage Increase: 18.92%
- Real Money Increase: GHS3.50
- If the new daily minimum wage is GHS26.00:
- Percentage Increase: 40.54%
- Real Money Increase: GHS7.50
Given the current economic realities and rate at which prices of goods and services continue to rise, the above will not significantly improve the lives of workers, and their real incomes will not appreciate significantly in 2025. When the minimum wage for 2025 is finally approved, it will be expected to take effect from January 2025.
In a related development, the date for paying December 2024 salaries is out.
