The Humphrey Fellowship Program is for professionals who want to improve their management skills through a mutual exchange of knowledge and understanding about issues of common concern in their home countries and the United States.

- An undergraduate (first university) degree.
- At least five years of full-time professional experience.
- Little or no prior experience in the United States.
- Showed leadership qualities.
- A record of community service.
- English language proficiency.
