President Akufo-Addo ought to have been more tactical and diplomatically skillful in his comments about the alleged security alliance between Burkina Faso and Russia’s Wagner Group.
This was most certainly an avoidable faux pas.
The President is very much aware of liberties that could be taken behind closed doors vis-à-vis the need to be more cautious and restrained when the cameras are on due to obvious ramifications.
It’s most needless and unpardonable for a prominent and founding nation of the Non-Aligned Movement to be deliberately courting the wrath of Russia, Burkina Faso, and their allies, particularly in this time of turbulent geopolitics and seeming recalibration of the world order.
Also, Ghana cannot afford to be seen as a meddlesome busybody in the ongoing contentious reassessment and reconfiguration of colonial ties with France and the forging of new relationships by some Francophone African nations.
One wonders why President Akufo-Addo who was on this same US visit advocating the need for Africa to stop begging and look within for solutions to its challenges didn’t consider resolving his concerns within the AU or ECOWAS framework but chose to seek the assistance of the Americans who are not the best of friends with the Russians—to put it mildly.
Now we are witnessing very disturbing fallouts after the Burkinabe military regime summoned our ambassador today for ‘explanations.’ Indications from multiple sources are that Moscow is considering its response.
As a Ranking Member of the Foreign Affairs Committee of the Ghanaian Parliament, I do sincerely hope that urgent steps will be explored to mitigate the consequences of President Akufo-Addo’s faux pas.
Respectfully, folks need to understand the Budget Approval Process. It’s a process of 4 stages and not 1 event.
What took place yesterday was just the conclusion of debate and approval of the policy. (Stage 1)
We would now consider the estimates of the various Ministries, Departments, Agencies, and other Cost Centres. This is where controversial allocations such as the GHS1.4billion for Contingency Vote, GHS80million for National Cathedral, GHS10million for so-called “Defence Advisory Services” would come under surgical scrutiny for a possible rejection or downward review as the case may be. It was at this stage last year we successfully removed that dubious GHS241 million allocation for “e-Transaction Levy Services. (Stage 2)
We shall then move into the 3rd stage to consider the revenue bills. This is where the government’s proposed obnoxious 2.5% VAT increase and the e-Levy threshold removal will be presented to the House as Bills requiring parliamentary decision. The NDC Caucus has already indicated we shall be voting against these revenue bills. (Stage 3).
The final stage is the approval of the Appropriation Bill which is an itemized sum of all approved estimates by the House based on which government can spend in the ensuing year. (Stage 4).
We shall be working on these processes from now until December 21, 2022, when the House is expected to break for Christmas.
Ghanaians did not give the NDC a parliamentary majority, and neither is it an NDC President destroying our economy and introducing bitter policies to further impoverish the citizenry, nonetheless, we shall discharge our duties with utmost integrity, a good conscience, res, respect, and solidarity with the suffering Ghanaians we represent.
