The complainant is a final-year female student whose identity is withheld for protection.
Her father, a Ghana Armed Forces warrant officer and school alumnus, submitted evidence for investigation.

SUMMARY OF WHATSAPP CONVERSATION (AS SEEN IN ATTACHED SCREENSHOTS)
The screenshots show an exchange between a male teacher and a final-year female student of Dzodze-Penyi Senior High School.
The conversation begins in the evening, with the teacher initiating contact and urging the student to respond quickly.
The student asks the teacher to clarify his intentions when he asks her to come over.
The teacher then sends a message that suggests a sexual encounter, using inappropriate and unprofessional language. “We go kn*ck, or what do you think?” the teacher asked…
The student immediately questions the message and reminds the teacher that she is a student.
Despite this, the teacher insists on receiving a response.
The following day, the teacher again initiates contact, greeting the student repeatedly and asking when she will come.
The student firmly refuses to visit the teacher’s residence.
She reminds the teacher that his role is to teach and discipline students, not to pursue sexual relationships.
The student expresses disappointment and distress over the teacher’s conduct.
She clearly states her intention to report the matter to her parent and the school authorities.

The communication shows clear boundary violations by a teacher toward a student.
The messages indicate sexual solicitation, abuse of authority, and professional misconduct.
The student’s responses show resistance, awareness, and distress.
The teacher persisted after the student sought clarification and raised concerns.
The messages show repeated attempts by the teacher to arrange private meetings with the student.
In one exchange, the teacher asked what the student would come to do at his place.
The student questioned the intent and reminded him she was a student under his authority.
The teacher pressed further, asking whether he must answer such questions.
In a later message, the student firmly rejected any visit to the teacher’s house.
She stated a teacher’s duty is to impart knowledge, not exploit students.
She warned that the conduct would be reported to her father and the school head.
The messages have sparked outrage among parents and education advocates in Dzodze.
GES sources say all allegations involving staff misconduct are treated with seriousness.
They stress that safeguarding learners remains a top priority for the Service.
Education observers say such cases damage public trust in teachers and school leadership.
They urge students to report inappropriate conduct immediately to authorities on campus.
