Ghana President Caught in Squabble Over Anti-LGBTQ bill

The endorsement of fresh ministers has been suspended by the speaker of Ghana’s parliament, indicating a deadlock due to President Nana Akufo-Addo’s reluctance to authorize a controversial anti-LGBTQ+ bill that was passed last month.

Criticism from international sources has been directed towards Ghana’s “The Proper Human Sexual Rights and Ghanaian Family Values bill” due to its perceived infringement on human rights. The anti-LGBTQ+ bill aims to criminalize same-sex relationships and advocacy, and has garnered significant support from religious leaders.

In response to the ongoing legal challenges against the bill, the presidency has called upon parliament to refrain from passing it until these challenges are resolved.

However, a recent development has seen the speaker of parliament block the approval of new ministers, seemingly in retaliation. This action was taken in light of an injunction served by an opposition lawmaker.

Speaker Alban Bagbin declared, “Due to these circumstances, the House is unable to proceed with the consideration of the nominations made by His Excellency the President, in order to uphold the principles of the rule of law.” Consequently, the house has been adjourned indefinitely.

The decision made by the Speaker has impacted the approval of over 20 ministers who were recently appointed by Akufo-Addo after a cabinet reshuffle.

Moreover, the parliament failed to give approval to crucial bills and loans necessary to support the 2024 budget.

Majority Leader Alexander Afenyo Markin criticized the Speaker’s position on Thursday, accusing it of trying to undermine the government’s efforts.

Markin stated, “The Speaker’s actions are detrimental to the government’s operations. The repercussions are evident in the potential negative impact on the economy and government affairs.”

Constitutional lawyer Martin Kpebu mentioned that both the President and the Speaker were justified in their stances. Kpebu explained that when there is a legal challenge against a process, it is best to await the court’s decision, indicating that neither party is at fault.

The bill, if enacted, would result in a prison sentence of up to three years for individuals identifying as LGBTQ+ and five years for those promoting and supporting their activities. Despite having the support of a majority of MPs and influential religious leaders, Ghana’s international partners have cautioned against the repercussions if Akufo-Addo signs the bill. The finance ministry highlighted the potential risk of losing World Bank funding totaling $3.8 billion over the next five to six years.

As a major exporter of gold and cocoa, Ghana is currently under a $3 billion International Monetary Fund (IMF) program due to its severe economic downturn in 2022, which led to a record 50% inflation rate.

However, each MNO is independent and will have to make their own decision. The NCA will then assess their decision and proceed accordingly.

The disruptions, caused by cuts in undersea fiber optic cables, have left numerous Ghanaians subscribers without internet access, impacting various online services such as ride-hailing, payment systems, banking, and trading.

The first batch of students from the pioneering group is scheduled to write the maiden edition of the Common Core-based examination this year.

The National Council for Curriculum and Assessment (NaCCA) conducted a trial test of the curriculum during its development, taking into account the feedback received to finalize it. Currently, a second trial test is being carried out in 31 schools across the country.

According to Professor Edward Appiah, the Director-General of NaCCA, the trial tests will continue until August, after which the academic year will commence in September. The tests cover all 38 subjects, including STEM (Science, Technology, Engineering, and Mathematics) subjects.

To ensure that the subjects under the common core curriculum aligned with the subject combination in tertiary institutions, NaCCA engaged with vice-chancellors. They sought their input at the beginning, during, and after the curriculum development process. The vice-chancellors expressed excitement about the new development and provided some views for consideration, which NaCCA is taking on board.

The compulsory subjects include English, Science, Social Studies, Religious and Moral Education, Mathematics, Ghanaian Language, Career Technology, Creative Arts & Design, while the elective subjects consist of Computing, Arabic, and French.

It is important to note that the claims made by both the health ministry officials and the Israel Defense Forces (IDF) have not been independently verified.

During the morning, the IDF dropped leaflets and used social media to tell civilians to leave their homes immediately and travel along Gaza’s coastal road to al-Muwasi, an area 18 miles (30km) south designated as a “humanitarian island” by Israel.

Limited transportation options are available in Gaza, leaving many residents of Gaza City, especially children and the elderly, weakened after months of insufficient food. It remains uncertain how many individuals will be able to follow Israeli instructions, even if safe passage is granted amidst the ongoing conflict.

An Israeli attack on Shifa, Gaza’s largest hospital, in November sparked international outrage, highlighting the challenges faced by Israel in Gaza as they strive to achieve their goal of “crushing Hamas.”

Since February, the IDF has re-engaged in combat in areas previously believed to be cleared of Hamas fighters after intense battles last year. Despite reports of few Israeli troops in Gaza City, residents have noted their presence on the outskirts and at strategic intersections.

Israeli forces have targeted several hospitals in Gaza as part of a military operation following Hamas’ surprise incursion into southern Israel, resulting in the deaths of 1,200 individuals, mostly civilians, and the capture of around 250 others.

While the intensity of the offensive has slightly decreased in recent weeks, the death toll continues to climb. According to Gaza’s health ministry, Israel’s campaign against Hamas has claimed the lives of at least 31,645 individuals, predominantly women and children.

Israel has repeatedly alleged that Hamas is using civilians as human shields by conducting military operations from hospitals and other medical centers. However, Hamas denies these accusations.

Following the raid on Shifa in November, the Israeli military claimed to have discovered weapons and military equipment concealed there, along with a 55-meter tunnel in the basement. The IDF released footage that it claimed proved the presence of hostages, but Hamas refuted these allegations.

The evidence presented by the IDF did not seem to support the claims made prior to the raid that Hamas had established a well-equipped command center in interconnected bunkers beneath the hospital. However, a long reinforced tunnel running deep beneath the complex was indeed identified.

On Monday, the IDF announced that it had found “funds intended for distribution to Hamas terrorist operatives, in addition to numerous weapons… in the hospital.”

Aid agencies have been working tirelessly to restore services at Shifa for several weeks. However, they have faced challenges in reaching northern Gaza to deliver equipment and supplies. Israeli officials vehemently deny these allegations.

Furthermore, the GRNMA stressed the need for the government to prioritize policies that enhance the working conditions of nurses and midwives in Ghana, rather than imposing burdensome fees that may drive them to seek opportunities abroad.

In light of these concerns, the Association has advised its members against paying the new fees and has called on Parliament to intervene in the matter.
