Private schools to be part of free SHS policy next academic year

The government has announced plans to expand Free Senior High School (FSHS) policy to cover private schools beginnig next academic year.

This was disclosed during the announcement of the revised guidelines for the selection of schools for candidates preparing to write the upcoming Basic Education Certificate Examination (BECE).

Under the new guidelines, candidates will now be allowed to select seven schools, up from the previous six choices. The selection process is scheduled to run from today, May 27 to June 6.

Addressing the media on Tuesday, May 27, Deputy Minister of Education, Dr. Clement Appak, explained that the inclusion of private schools in the FSHS policy is aimed at increasing capacity and gradually phasing out the double-track system.

“As part of our campaign promise, we have been working diligently to bring on board private senior high schools in the delivery of the Free SHS programme.

“Meetings have been held, engagements have been done, and we are very certain that with the diligence we expect from our side and the eagerness of the private schools to participate, the private schools will deliver in their participation.

“We believe strongly that in fulfilling this manifesto campaign promise, this is going to serve as an artery in helping us bring an end to the double-track system,” he added.

President John Dramani Mahama has assured Ghanaians that his administration will sustain and enhance the Free Senior High School (SHS) policy.

“We will sustain and enhance the free SHS policy,” the President stated in his first public engagement since his swearing-in on Tuesday, January 7, at the 92nd Annual Jalsa (Convention) of the Ahmadiyya Muslim Mission at Pomadze in the Central Region, President Mahama.

The 2024 Annual Jalsa is on the theme “Justice and Peace; The Essential Ingredient for National Development”.

The three-day event is chaired by the Ameer and Missionary in Charge of the Ahmadiyaa Muslim Mission, Alhaj Maulana Noor Mohammed Bin Salih.

The President again assured Ghanaians that the Government would address overcrowding in schools, complete abandoned projects and improve Technical and Vocational Education and Training (TVET) education.

He noted that education was the cornerstone of national progress, and to this end, as promised, while strengthening basic education, the Government would sustain and enhance the free SHS policy so that Ghanaians gain the benefits that it was intended to bestow.

“We will address challenges such as overcrowding to ensure quality education at all levels,” he said.

The President said their plans also include free tuition for first-year students entering public tertiary institutions.

He also mentioned the completion of abandoned e-blocks and investments to provide equitable learning opportunities nationwide and across the whole education value chain.

President Mahama said these initiatives would empower the youth with the skills needed to excel in a rapidly changing world.

“We shall emphasize technical vocation education and training so that we can produce the skilled manpower that is needed for business and industry”.

He said he was going to set up a planning Committee to start working on the National Education Review Conference that he had promised.

The President said this conference would review the nation’s educational system right from the kindergarten through the basic to secondary to tertiary to technical vocational education.

He said it would identify what the hindrances to quality education were at each level of the nation’s educational system.

“I believe that this conference will come out with new ideas in order to provide us the outcomes that we need as a nation,” President Mahama said.

The Ameer and Missionary in Charge of the Ahmadiyaa Muslim Mission, Alhaj Maulana Noor Mohammed Bin Salih, said the goodwill that Ghanaians had shown President Mahama through emphatically endorsing him as President must be seen to have spoken loudly that Ghanaians were no more in the mood of giving the abuse of their emotions and trampling upon their rights to God.

“At this time of our history as a people, Ghanaians (are) demanding justice if we must have peace,” he said.

“They are demanding pragmatism, a human pursuit of practicality over and above aesthetic qualities, a concentration of facts rather than emotions or ideals or for that matter empty loud noise and deceitful promises only.”

Wesley Girls’ SHS Parents Association Calls For Review Free SHS Policy

The call for the review of the Free SHS policy has been awoken again as the Wesley Girls’ SHS Parents Association calls on the government to review the policy given the several challenges that the policy is confronted with.  The call for the review was made during the school’s 2024 Speech and Prize Giving Day.

 

Why Review Free SHS Policy Calls By The Wesley Girls’ SHS Parents Association

They called for the government to engage all stakeholders to review the policy. Some of the challenges the policy has brought about in public senior high schools have been identified by the Wesley Girls’ SHS Parents Association, including the following:

  1. The overcrowded dormitories in the school have forced students to sleep on the floor.
  2. Poor school infrastructure is worsened by the government’s insensitivity to the needs of schools and poorly managed interventions to improve such facilities.
  3. Restrictions placed on the Parents Association have prevented them from contributing to the development of the schools in many areas, including infrastructural development.

At the celebration, the school’s head prefect and headmistress identified this as a major worry about the Free SHS policy.

Many well-meaning Ghanaians have applauded the boldness of the school’s head prefect and headmistress for speaking out as persons who have daily felt the negative impact of the poorly implemented Free SHS policy on students and academic work in general.

A shadow of doubt hangs over the prospect of policy change, even though these demands for action are pressing. Parliamentary Education Committee Deputy Ranking Member Dr. Clement Apaak has voiced his skepticism that committee members, especially those from the ruling New Patriotic Party (NPP), will be willing to tackle the problems caused by the Free SHS programme. The unwillingness of NPP members to have serious conversations about reviewing policies was something he was unhappy about.

The PA argues that the Free SHS policy, which forbids parents from contributing financially to school construction initiatives, has worsened the already terrible infrastructure. Because of this limitation, the PA and the community are unable to fully address the urgent demands for infrastructure.

The PA brought attention to the contradictory situation at the recent speech and prize-giving day about how the government’s supposed concern for pupils really hinders rather than helps parental involvement and support. In highlighting the importance of the PA and the local community’s contributions to the school’s current infrastructure, they underlined the necessity for joint initiatives to address infrastructure issues at Wesley Girls SHS and other senior high schools nationwide.

In a twist of arguments and policy choices, the opposition NDC has held the belief that there is a need to review the Free SHS Policy; however, the ruling NPP, which introduced and named the policy as such, thinks otherwise.

Dr Clement Apaak, following recent reports of cheating in the WASSCE, has stated that cheating among students at the WASSCE has gone up since the Free SHS policy was introduced.

He revealed this after the President of Ghana, Akufo-Addo revealed that the performance of WASSCE candidates has improved since the Free SHS policy was introduced by his government. He made the statement at the 61st Conference of Heads of Assisted Secondary Schools (CHASS)

However, Dr. Appack, says the president has lost touch with the reality of the current state of Ghana’s education, and added that Ghana has not been participating in the WASSCE due to declining standards.

The member of Parliament’s Education Committee said this is why the National Teaching Council (NTC) wants a big budget of GHS7 billion to run the Ghana Teacher Licensure Examination (GTLE).

Dr. Clement Apaak also said that some of his university professor friends have complained about the quality of Senior High School (SHS) graduates from the Free Senior High School (Free SHS) scheme.

He said that the rise in cheating and other problems with exams was because teachers aren’t motivated and potential final-year students at the second cycle level aren’t getting a good education.

In a related development, WAEC has started marking the 2023 BECE. It is yet to be announced when the date markers (teachers) will start marking the 2023 WASSCE, administered to Senior High School final-year students from Ghana only.

In 2024, Ghana is expected to join other West African countries to write the International WASSCE, as was the case before the infamous COVID-19. This means the 2024 WASSCE for school candidates will start earlier, possibly in June or July 2024.
