One student one tablet to 5.2billion in 1st year or Ghs3000 per student

Information gathered by this portal indicates that one student and one tablet will cost the country at least Ghs 3000 per student and a whopping 5.2 billion in the first year of the project under the SMART Schools project.

You have to ask yourself: which developed countries offer free tablets for their college students, even at their high levels of digitalization? The likes of the US, Argentina, Kenya (and Rwanda), and Peru are a few countries that have tried something like this with lower numbers and given out less fancied tablets to lower-level learners.

Officially, each class at the SHS should have 40 students. This means the government will incur a cost of GHS 3000 x 40 students per class, which amounts to 120,000 GHS.

With a projected 1.3 million students in SHS targeted to receive these tablets, the country will be spending a total of GHS3,900,000,000 (Ghs3.9 billion).

Assuming there are an equal number of students in all three classes or levels at the secondary school, the tablets will cost 1,300,000,000 (GHS 1.3 billion).

This implies that the government must allocate a minimum of Ghs5.2 billion over the next 12 months, which includes Ghs3.9 billion for the current SHS1 to SHS3 students in school and an additional Ghs1.3 billion for those currently in JHS3 preparing for their BECE exams in July. All this excludes the main free SHS policy costs to be incurred.

While the government is ready to spend this scarce resource on free tablets for SHS students, the same schools and those in the lower levels do not have the same basic infrastructure.

We may sing glorious songs about the political choices that led to One Student, One Tablet, but the truth remains that, as a nation, our leaders have failed to allocate and use scarce resources efficiently to deal with problems confronting education in Ghana.

  1. There have been no textbooks for schools since the introduction of the new curriculum, schools have not had textbooks.
  2. Many basic schools in Ghana lack high-quality and humanely friendly classrooms and school infrastructure.
  3. There are no quality and nutritious meals for elementary and secondary school students.
  4. Under resourcing of schools, especially at the basic school level.

Let’s face it: the cost of a tablet for a single class can address approximately half of the furniture problems in many of our schools.

While the country is struggling, our leaders seem to find money and mismanage it by investing it in freebies with the hope of winning political favours from beneficiaries in the form of votes.

We are already struggling to fund the Free SHS due to significant obstacles in areas such as food and nutrition, accommodation, and furniture. We are now adding to the same cost; we are unable to take care of at least GHS 1.3 billion every year from 2024. Currently, if the government is to provide all students with free SHS, Ghana will have to cough up Ghs3.9 billion to buy 1.3 million tablets.

Why not invest this same money into some form of job-creating business for the youth and employ them? The world is currently constantly on the internet; the government should begin to think about how it can leverage IT to create jobs and not merely spend difficult-to-come-by resources on freebies.

Indeed, we have cash in Ghana, but we mismanage it, with projects such as One Student, One Tablet. This project means that the government will have to provide tablets to all fresh SHS students each year. Soon, people in leadership positions at all levels through the value chain of this one student and one table end up engaging in massive stealing, which will surely shoot up the cost and lead to lost resources and debt for the nation.

The NDC Minority in Parliament, once again, is compelled to expose President Akufo-Addo and Vice-President Bawumia for trying to deceive Ghanaians, that they have fulfilled a campaign promise to provide tablets to ALL Ghanaian students.

Clearly, they have failed, because they have only provided tablets to less than a quarter of the population of Ghanaian students. This is obviously a cheap attempt to hoodwink unsuspecting Ghanaians into voting for Bawumia in the general elections, this year.

1. It is important to state, that the NDC is not against the provision of tablets to students to enhance their learning experience. In the NDC’s 2020 Peoples’ manifesto, on page 70, under ‘7.2: Providing Globally Competitive And Quality Education,’ it is stated in 7.2.3(k) that the NDC will; “Provide students and teachers with free tablets loaded with relevant content to facilitate teaching and learning.”

2. The failed Akufo-Addo/Bawumia-led NPP in its 2020 manifesto on page 57, under Education (promise123): Improve ICT facilities and curriculum on ICT, notes that “Curriculum approved and rolled out,” stating further that “Discussions are ongoing for distribution of tablets to JHS and SHS students.”

3. Note, that per data from the Ghana Education Service presented to Parliament during the 2024 budget process, the total number of students in our public Senior High School (SHS) was given as 1,331,219 (1.3 million), while the total number of students in public Junior High Schools (JHS) stood at 1,448,896 (1.4 million). This brings the total number of students in our Senior and Junior High Schools to 2,780,115. What the NPP manifesto promised, was tablets for ALL students; which means tablets for 2,780,115 students in Ghana.

4. After seven long years (and still counting) of failing to fulfill this promise, and now with only nine months to go to general elections, the failed Akufo-Addo/ Bawumia-led government has, through GETFUND, procured only 450,000 tablets for a total of 2,780,115 students. It is worth noting, that no provision has been made either in the 2024 budget, or the recently passed 2024 GETFUND formula to procure additional tablets.

5. This means, that a whopping 2,330,115 students in both SHS and JHS will not receive the tablets. With the 450,000 tablets being given to only SHS students, it means the remaining 881,219 SHS students will not have some; and no JHS student will have one.

6. Again, it is worth noting that the Akufo-Addo/ Bawumia government has failed to tell Parliament and the people of Ghana the unit cost of the 450,000 tablets procured through GETFUND. This is clearly a government that has no regard for transparency and accountability. Even worse, it has no policy to guide the method of distribution and use of the tablets.

7. Given, that government has not procured enough tablets to ensure that at least all SHS students get access to these tablets, what criteria will be used to decide and select which students in which schools are to receive these tablets?

8. Now that the government has failed to produce enough tablets to enable every SHS and JHS student get a tablet as promised, should government decide to pilot the one student one laptop programme, how will the schools be selected?

9. At this juncture, we are cautioning the government not to select schools based on partisan political considerations, where schools in districts with NPP MPs are selected and districts with non-NPP MPs left out.

We call on Ghanaians to hold the Akufo-Addo/ Bawumia-led NPP government accountable for failing to fulfil the promise of providing ALL students in SHS and JHS with tablets, despite receiving the most revenue in the history of Ghana. With the quantum of revenue this government has been lucky to have at its disposal, from 2017 to present, it’s such a shame that it could only procure 450,000 tablets when we have 1,331,219 (1.3 million) students in SHS and 1,448,896 (1.4 million) in JHS.

Obviously, the government has once again failed to fulfill its promise to the people. Ghanaians, as usual, can be trusted to see through the razzmatazz attached to the launching of the programme and recognize it as an election campaign gimmick.

One would have thought government with tackle the basic challenges confronting our schools to lay solid foundations for growth.

Our basic schools have been neglected leading to their slow development and compounded problems.

As a country, we have continued to exhibit high levels of ignorance on the need to develop out basic education and related infrastructures using which we shall develop smart schools.

Do our schools currently have the needed capacity in terms of electricity supply to help students power or charge these tablets on campus.

By introducing this free tablets for schools are were saying our students are at liberty to bring computers , laptops, mobile devices and related gadgets to school contrary to the GES policy on the use of such gadgets in schools?

While gradually introducing electronic gadgets into schools is great, the government would have dine this nation a lot of good by first introducing smart boards in all second cycle schools for effective teaching and learning.

This would drive IT into the core of teachers work. The success of this will inform on what needs to be done for students in the area of one student one tablet.
With the new approach, teachers will be teaching with their black boards abd chalk, marker and white boards whiles their students use tablets.

Our attempt to innovate must be strategic, well thought of to ensure they achieve the needed results.

What happens if a student’s tablet is stolen or gets damaged? If he or does not get a replacement, how can he or she study since all educational materials he needs will be on it.

What happens if there is no power for students to charge their tablets, how will they be able to study with all their books loaded onto the tablet?

Why didn’t government consider a wireless library where books abd materials can be loaded on it.
It ones and students can use their mobile devices to access these books without the Internet. This option is cheaper considering the cost of one tablet which is between ghs2000 and ghs3000.00 per student.

This One Student One Table initiative looks more of an early vote buying strategy and a misplaced education project by Bawumia. For sure , they will use this to convince parents and students of voting age to vote for the NPP.
