The latest update concerning 2024 GES recruitment of trained teachers from the various accredited colleges of education and other universities has revealed that the Ghana Education Service is waiting for a clearance from the financial ministry to be able to proceed with the recruitment.

The group of trained teachers in Ghana who have fulfilled their national service requirements and passed the Ghana Teacher Licensure Exams are eagerly anticipating their official placements as teachers.

Despite the Director General of the Ghana Education Service (GES) providing reassurances about their imminent postings, these committed educators have taken action by submitting a petition to urge the GES and Ministry of Education to expedite the recruitment process.

Dr. Eric Nkansah, in a statement on Peace FM’s mid-day show, mentioned that the Finance Ministry is in the process of granting the necessary financial clearance to the GES.

This clearance will facilitate the recruitment of both teaching and non-teaching staff.

During a meeting with headteachers in the Eastern region, Dr. Eric Nkansah reiterated his dedication to securing the financial clearance required for teacher recruitment.

Despite the delays caused by financial considerations, there is a sense of optimism among the trained teachers that they will soon receive their permanent postings and begin their careers in education.

Concerns over Boko Haram Rise as Individuals Disappear

Dozens of internally displaced individuals are believed to have been taken by Boko Haram militants in the northeastern region of Nigeria. The victims, mostly women residing in a camp in Gamboru Ngala town, had fled their homes due to attacks by the insurgents, according to local sources.

The abductions occurred while the group was out gathering firewood for cooking or selling. Reports on the exact number of people abducted vary significantly, ranging from nearly 50 to over 300.

The largest mass kidnapping by Boko Haram happened in 2014 when more than 270 schoolgirls were taken from their dormitory in Chibok town, also located in northeastern Borno state. The recent abductions occurred a few days ago, but information is only now coming to light due to the remote location of Gamboru Ngala, situated on the shores of Lake Chad, where the jihadists have destroyed communication infrastructure.

Borno state officials informed the BBC that a response team had been dispatched to the area where the abductions took place, but no further details were provided. The road leading to the town has been closed off. These abductions coincide with the statement from Borno’s state government that 95% of Boko Haram fighters have either been killed or surrendered.

While neither the state nor federal government has addressed the recent abductions, the local government chairman in the area, Umar Mohammed, confirmed the incidents without specifying the number of individuals taken.

A resident of Gamboru Ngala informed the BBC that 113 people were kidnapped by Boko Haram fighters. The resident mentioned that on Sunday, over 200 displaced individuals went to gather firewood, but unfortunately, they were abducted by Boko Haram, leaving only the very young and elderly to return.

Shehu Mada, a leader of an anti-jihadist militia in the region, attributed the abductions to a faction of Boko Haram called the Islamic State of West Africa Province (Iswap), according to a report by AFP news agency. He mentioned that a count revealed 47 women were taken captive, with some able to flee. The conflict in northern Nigeria has been ongoing since 2009, resulting in over 40,000 fatalities and displacing two million individuals.

The Portuguese were the first European explorers to reach the shores of Ghana in 1471, led by Don Diogo de Azambuja. They initially named the land Mina, reflecting the abundant gold deposits found from the Ankobra River to the Volta River. Subsequently, the British renamed the area Gold Coast.

From the 1500s to the 1950s, Ghana endured the hardships of both the slave trade and colonialism.

In 1947, the educated elite of Gold Coast initiated the concept of self-governance and formed the United Gold Coast Convention (U.G.C.C). Dr. Kwame Nkrumah was later appointed as the General Secretary of the U.G.C.C. In 1949, Dr. Nkrumah established the Convention People’s Party (C.P.P) after breaking away from the U.G.C.C. The C.P.P emerged victorious in the initial general elections organized by the British in 1951.

In 1957, Dr. Kwame Nkrumah successfully led Ghana to independence from colonial rule and renamed the country Ghana. Ghana became the first black African nation to achieve political independence. By 1960, Ghana had transitioned into a republic. This marked the birth of the modern Ghana, with aspirations for a prosperous nation and improved living standards for its citizens, aiming to overcome the scars of the past.

The declaration of independence attracted notable figures from around the globe, including Richard Nixon, the Vice President of the United States at the time, and Martin Luther King Jr., a prominent civil rights activist. Ghana, as a newly independent state, hosted the inaugural Pan African Congress conference in 1958, advocating for the liberation of other African nations still under colonial rule and proposing the establishment of a continental union government, the United States of Africa.

After achieving political independence, Ghana shifted its focus towards attaining economic independence. Dr. Nkrumah emphasized the significance of economic independence alongside political independence, stating that the former is essential for social reconstruction. From 1957 onwards, Ghana embarked on its industrial revolution in order to achieve economic independence. Numerous factories and foundries, totaling 68, were established during this period, including the Tomato Factory, Glass Factory, GIHOC Distilleries, Steel Factories, Cement Factory, Jute Factory, Shoe Factory, and the Cocoa Board (formerly known as the cocoa marketing company). Additionally, the West African Mills Kade matches Factory, Komenda Sugar Factory, and Tema oil Refinery were also built.

To support Ghana’s industrial revolution, Kwame Nkrumah founded the University of Science and Technology to produce academically trained individuals with technical expertise. The establishment of the University of Cape Coast aimed to produce teachers for the future generation’s academic development.

During this era, the government established polytechnics in every region and constructed basic and secondary schools across the country. Furthermore, the government provided free education to its citizens.

In the 1950s, the government constructed the Tema harbor and established the Black Star line, a shipping line that was fully controlled by Ghanaians. Ghana trained its own engineers to operate the Black Star line, which was intended to export the products manufactured by the various factories in the country.

In 1963, Ghana established the first African gliding school in Afienya to train its own pilots for its national airline, Ghana Airways, which was established in 1958. The gliding school also trained pilots from other countries, and Ghanaian pilots gained recognition as some of the best in the world. Notably, the gliding school ranked as the third best piloting school globally at that time.

When Ghana Airways first landed at Heathrow Airport in London, it was the first time the world had seen an airline established by an African country and wholly operated by Africans trained in Africa. It was unprecedented in world’s history at the time.

Two years prior to the completion of the Akosombo Dam, Ghana had commissioned two subsidiary dams i.e. the Bui Dam and the Akuse Dam. The atomic energy plant has also been commissioned. Dr. Nkrumah had instructed the directors of the atomic plant to research into solar energy because according to Dr. Nkrumah, Ghana wanted to have cheap and abundant power to industrialize.

Talking about progress, uring this era of rapid significant growth and development, Ghana was years ahead of many countries around the world. At this era a country like Dubai was considered one of the poorest countries in world, today can anyone compare Ghana to Dubai?

Charles Kumi Gyamfi, a Ghanaian footballer and coach who was the first African to play in Germany became the coach of the Black Stars in 1961. Ghana has invested in him to play and train as a coach at Fortuna Dusseldorf in Germany and came back to coach the Black Stars and won the 1963, 1965 and 1982 African Cup of Nations.

Can the same Ghana progress be said about the current Black Stars?

In 1966, the government of Dr. Nkrumah was overthrown in a military coup by the National Liberation Movement (NLM), which later became the National Liberation Council (NLC). They seized power and took control of the country. In 1969, Kofi Abrefa Busia was elected as the president of the second republic of Ghana.

However, Busia’s rule was short-lived. In 1972, Ghana experienced another military coup led by the National Redemption Council, headed by General Kutu Acheampong. They took over the country and launched “operation feed yourself,” resulting in a bumper harvest and excess food for export. The Acheampong government received high praise, but it was eventually overthrown in a palace coup, and Fred Akuffo assumed control of the government.

In 1979, another group of military men, led by Ft Lt Rawlings, staged yet another coup and returned the country to civilian rule. An election was held, with the Popular Front Party (P.F.P) led by Victor Owusu, the United National Conversation (U.N.C) led by William Ofori Atta, the Action Congress Party (A.C.P) led by Frank Bernasko, and the People National Party (P.N.P) led by Dr. Hilla Limann all contesting. Dr. Limann emerged as the winner and became the President of the third republic. However, his government was also short-lived, as in 1981, the Provisional National Defence Council (PNDC) led by JJ Rawlings toppled the government.

In 1992, Ghana transitioned back to civil rule. The fourth republic elections featured four main contenders, with the National Democratic Congress (N.D.C) led by Rawlings and the New Patriotic Party (N.P.P) led by Albert Adu Boahen as the main protagonists. The N.D.C emerged victorious, with Rawlings winning the 1996 elections once again.

The 2000 elections saw the N.P.P, led by John Agyekum Kuffour, come into power. Kuffour, who had previously served as Deputy Foreign Minister in Busia’s government, secured a second term in the 2004 elections. In 2008, the N.D.C, led by Prof Atta Mills, took over the presidency. Following Prof Mills’ passing while in office, his vice, John Mahama, assumed the role of president. President Mahama won the 2012 elections but was defeated in 2016, leading to the N.P.P, led by Akuffo Addo, taking power.

The Bank of Ghana (BoG) has taken action by suspending the Foreign Exchange Trading Licenses of Guaranty Trust Bank Ghana Limited (GTB) and FBN Bank Ghana Limited (FBN) effective March 18, 2024. This suspension, lasting for one month, is in line with section 11 (2) of the Foreign Exchange Act 2006, (Act 723).

The Central Bank has also emphasized the importance of maintaining the integrity of the foreign exchange market and ensuring that all transactions are conducted in a transparent and compliant manner. The BoG Suspends Foreign Licenses which are GTB and FBN serves as a warning to other financial institutions operating in the foreign exchange market to adhere to the regulations set forth by the Bank of Ghana.

In addition to the suspension of their licenses, GTB and FBN may also face further penalties and sanctions if they fail to rectify the violations identified by the Central Bank. BoG has indicated that the licenses will be reinstated after the one-month period, provided that the banks have implemented effective controls to ensure strict compliance with the foreign exchange market regulations. Those nominated as ministers of state include a former Deputy Minister of Health and immediate past Chief Executive Officer of the National Health Insurance Authority (NHIA), Dr Bernard Okoe- Boye.

Dr Okoe-Boye takes over from Kwaku Agyeman- Manu as the Minister of Health.

The New Patriotic Party (NPP) Member of Parliament (MP) for Mfantseman in the Central Region, Ophelia Mensah Hayford, takes over from Dr Kwaku Afriyie as the Minister of Environment, Science, Technology and Innovation.

A former Deputy Minister of Information, Fatimatu Abubakar, takes over from her boss, Kojo Oppong Nkrumah, who is now Minister of Works and Housing as the Minister of Information while newcomer, Dakoa Newman, NPP MP for Okaikoi South, goes to the Ministry of Gender, Children and Social Protection.

Another new entrant, Lydia Seyram Alhassan NPP MP for Ayawaso West Wuogon, who is immediate past first Deputy Majority Chief Whip, has been nominated for the Sanitation and Water Resources Ministry while a former Deputy Minister of Local Government, Decentralisation and Rural Development, Martin Adjei-Mensah Korsah, NPP MP for Techiman South, has been nominated as substantive Minister for the same portfolio.

 

The Deputy Minister of Energy, Andrew Egyapa Mercer,NPP MP for Sekondi, has been elevated from the Energy Ministry to the position of a Minister of Tourism, Arts and Culture designate, while a former Deputy Minister of Transport, Titus Glover, takes over from the Greater Accra Minister, Henry Quartey, who has been reassigned as the Minister for the Interior.

The Assistant Registrar of the Ghana Institute of Journalism, Daniel Machator, a minister of the Oti Region designate, completes the ministers’ list.

Furthermore, the Majority Leader, Alexander Afenyo-Markin, stated last Friday that the House’s sitting may be extended to ensure the completion of the scheduled business for the week in question.

School buses are widely recognized as a secure, effective, economical, and dependable means of transportation for students in numerous developed nations, but School bus accidents are numerous for the past 4 years. For parents with busy schedules or those without personal vehicles, school buses serve as the most practical option for young travelers.

Nevertheless, the escalating number of school buses involved in traffic accidents, which contributes to the already concerning statistics, has emerged as a significant issue.

This worrisome pattern has reverberated throughout communities, prompting urgent inquiries regarding safety measures in place and the state of school transportation.

The National Highway Traffic Safety Administration (NHTSA) characterizes a school bus-related collision as any incident in which a vehicle, regardless of its design, utilized as a school bus is directly or indirectly implicated.

Based on data compiled by the National Safety Council (NSC) from the NHTSA, school bus-related accidents claimed the lives of 108 individuals nationwide in 2021.

 

The statistics indicate that between 2012 and 2021, approximately 70% of fatalities in school bus-related accidents were occupants of vehicles other than the school bus, while 16% were pedestrians.

Around 5% were school bus riders, 5% were school bus drivers, and 3% were cyclists.

Of those injured in school bus-related accidents from 2012 to 2021, roughly 30% were school bus passengers, 9% were school bus drivers, and 53% were occupants of other vehicles.

The root causes of these incidents are complex, with some attributing them to driver error and others to the inadequate condition of the buses.

Concerns have been raised regarding the lack of proper upkeep and compliance with safety regulations, heightening the dangers for passengers.

In response to public outcry, the National Road Safety Authority (NRSA) collaborated with the National Schools Inspectorate Authority (NASIA) in January 2023 to launch an initiative aimed at enhancing the roadworthiness of school vehicles.

In October 2023, a bus transporting athletes from Akatsi Senior High Technical School caught fire completely at Akatsi in the Volta Region.

Fortunately, there were no casualties or injuries during the incident that occurred on Saturday, October 7, 2023.

The students had participated in the 47th inter-zonal festival at Sogakope and were on their way back to campus when their bus experienced a mechanical issue at Akatsi Agbedrafor junction. Thankfully, all passengers were able to evacuate before the fire consumed the bus.

In June 2023, approximately 30 students were transported to the hospital following a school bus accident in Atwima Boko, located in the Atwima Kwanwoma District of the Ashanti Region. The incident took place on Monday, June 5, 2023, as the bus was carrying students from Divine Charisma International School. Parents reported that the bus veered off a deteriorated bridge along its usual route and landed in a river beneath.

A parent of two affected students shared with the press that the children were quickly taken to Akoma Specialist Hospital for medical attention.

In November 2022, a tragic bus accidents on the Terchire-Adrobaa stretch in the Tano North District of Bono Region resulted in the untimely deaths of four school children.

Three of the pupils lost their lives immediately at the scene, while another passed away shortly after arriving at the hospital. The deceased consisted of two males and two females.

Additionally, several school bus accidents suffered critical injuries in the incident, which involved an old Benz school bus with the registration number AW 6345-11.

The bus was carrying approximately 42 pupils from the DS Elite Academy when it skidded off the newly constructed Adrobaa road.

According to eyewitnesses, the driver lost control of the vehicle on the slippery road while navigating a sharp curve, causing the bus to flip over.

STC Bus Carrying Students Somersaults At Gomoa Buduatta.

In April 2023, an STC bus with the registration number GT-1079-20, transporting Senior High School (SHS) students from Kasoa to Cape Coast, was involved in a crash at the Gomoa Buduatta junction in the Central Region.

It is reported that the bus driver lost control of the steering and collided with a speeding tipper truck from Winneba, resulting in the bus somersaulting.

The students onboard the bus hailed from various schools in the Central Region. The incident occurred on Monday morning, April 17, 2023.

Some of the victims were successfully rescued, while others remained trapped in the severely damaged bus during the early hours of the accident.

Six individuals, including the bus driver and some students, sustained injuries of varying degrees. Fortunately, no fatalities were reported.

In November 2022, a road accident involving a school bus resulted in injuries to 14 students from the Great Faith Rockery School in Kumasi. Out of the injured, four were taken to a private hospital in Ahodwo, while the remaining 10 were transferred to the Asokwa Children’s Hospital. The accident occurred when the driver lost control of the steering wheel, causing the bus to somersault and land in a ditch near the Subin River on the Asokwa-Ahodwo road.

In June 2023, a tragic incident occurred in Huu, Amansie Central District of the Ashanti Region, where three children lost their lives in a bus fire. The accident involved a commercial vehicle carrying fuel for sale, which caught fire. The victims were aged 5, 6, and 7 years old. The 207 Mercedes Benz bus was transporting diesel and petrol to Edwenase, with passengers on board.

The children were among twelve pupils being transported home after their school bus experienced a mechanical issue. Despite their teacher’s plea for assistance from the bus driver, the vehicle caught fire during the journey, resulting in the tragic deaths of the three children.

The incident brought the road to a standstill as residents and passengers rushed to assist the trapped children.

John Dramani Mahama, if elected president in the upcoming 2024 election, has made a commitment to eliminate the 30% Senior High School (SHS) placement system that favors public BECE candidates over their counterparts in the private sector.

During his speech as a guest of honor at the launch of the Ghana National Association of Private Schools (GNAPS) Week celebration in Accra, Mahama emphasized the importance of private schools in Ghana’s education system and their dedication to advocating for policies that address the challenges faced by the private education sector.

In the meantime, the Ministry of Education has revised the 30% placement policy for ‘Category A’ Senior High Schools to include private Junior High School (JHS) students in the Basic Education Certificate Examination (BECE).

This revision follows a meeting between the Minister for Education, Dr. Yaw Adutwum, and the leadership of the Ghana National Council of Private Schools (GNACOPS) regarding the SHS placement system.

Ernest Arkosah, a spokesperson for the Education Ministry, explained that the 30% placement allocation for public school BECE candidates aims to ensure fairness in the SHS placement of students who take the national examination.

According to the Education Ministry official, the 30% equity quota is given to students from public schools due to the inadequate infrastructure and resources compared to private institutions.

The Ministry of Education’s revision of the placement policy for ‘Category A’ Senior High Schools to include private JHS students is seen as a step towards addressing the concerns raised by Mahama and the private education sector. This conducive atmosphere is created through a combination of academic excellence, extracurricular activities, and a strong sense of community. Mr. Enerst emphasized the importance of providing students with a well-rounded education that goes beyond just academics.
